The State Duma has approved amendments to the Penal Code, toughening penalties for military service during mobilisation, martial law and wartime.

The adopted amendments introduce several new criminal articles at once.

✔️Voluntary surrender and desertion can be punished with 10 years in a penal colony.

✔️For refusing to obey an order or to take part in military or combat actions "during martial law, during wartime or in conditions of armed conflict or combat operations" - two to three years in a colony.

✔️Looting - up to 15 years in a colony.

✔️ They added articles on failure to execute the state defence order and violation of the terms of the state contract.

"There will be no general mobilisation. This has been repeatedly stated and directly said by the president through his press secretary Dmitry Peskov and many other politicians at the federal level. "The law" does not equal "mobilisation". It is not made specifically for a special military operation; it is made to be enforced for a long time. At least until the time comes when it will no longer be necessary," said Andrei Kartapolov, head of the State Duma Defence Committee.   ⠀

"It is a paper basis for mobilization: new territories join, they are attacked, we are now not aggressors, but victims of aggression, which justifies martial law and mobilization, for example, partial (large volumes of people cannot be organizationally digested, if they are). The enemy is within the borders of the homeland, it is necessary to defend those borders.

We have been at war for half a year pretending, nothing has even been started, and now when we start, it will be over within three days, unlike the last time. But the citizens inside Russia have to worry about their legal status and location. Terrorizing one's own people is not war; it's common and works out well," says Russian political analyst Ekaterina Shulman.

Meanwhile, the Google query index for the phrase "How to leave Russia" peaked on Tuesday. This happened amid news of impending mobilisation and referendums in the unrecognised republics. Queries peaked at 18:00, according to Google Trends data. Shortly before that, there were reports of an impending address by Putin and Shoigu. Residents of the Khabarovsk region, which borders China, were most interested in the issue of emigration. This was reported by the "We Can Explain" telegraph channel.
